Votre environnement de travailThe recent development in Ukraine have led over 5.7 million refugees to flee over the borders from Ukraine and a further 7.7 million have been displaced within Ukraine. The estimated 13 million people that are stranded in Ukraine face shortages of basic needs such as water, food and medicine. 3,143,550 refugees have crossed the Polish border, 453,848 refugees have crossed the Moldavian border and 856,941 refugees the Romanian border. This situation has led ACF France to open three missions in Ukraine, Poland and Romania and ACF Spain in Moldova. - In Poland, in Warsaw and Rzeszow MHPSS activities are ongoing with local partners. The main MHPSS activities take place in welcoming centers and train stations. In the same centers, 223 beneficiaries already received cash assistance. ACF is now looking for a way to access Ukrainian refugee community staying in host families. - In Romania, ACF is delivering MHPSS activities. The recruitment of MHPSS staff and psychologists are in recruitment process in Lasi to start activities there. Also, in Sighet and Radauti, ACF is working with transit centers and sending food and hygiene products to Ukraine. Finally, the mission is working on its Cash response with local partners in Maramures. ACF Poland and Romania is a new country mission (which is under the process of fusing into a single team now), which is still in the set up process. It is a small team across two countries (42 staff) and multiple operational bases, focused primarily on partnership-based interventions. The location of the position is in Bucharest with regular visits to Poland. ACF_POL-CATIANNE Votre poste et vos responsabilités Under the supervision of the Country Director, you define the Human Resources policy for the mission and coordinate its implementation and deployment throughout the mission in order to provide optimum support to programs. You are also responsible for the administrative aspects and ensures the respect by all of ACF procedures, and the laws. The challenges will be: - Define a Strategy for the recruitment of National personnel - Train HR staff on HR Procedures & Processes- Identify external HR legal support to help with adapting HR rules & regulations to the local legal contexts - Support the implementation of ACF HR processes & policies (incl ethical framework). Votre profil You hold a degree in Human Resources, Business Administration Management, Social Sciences or Internal Relation with a minimum of 5 years experiences working an International Non-Governmental Organisation (INGO), preferably on a similar position with senior management role. You already have experience in developing and implementing HR policies and procedures. You are capable to strategize and provide strong leadership to the HR team, work cooperatively with subordinates, colleagues and supervisory staff at all levels. High Diplomatic, you are well recognized to mediate conflict in stressful conditions. You have an excellent sense of planning activities and priorities.Knowledge of HOMERE (payroll software) appreciated. English spoken and writing is compulsory, Romanian would be an asset.
