We are currently scaling up our multi-country response across three countries (Moldova, Romania, and Ukraine) and are recruiting for many key positions that will make a direct impact on the lives of people who have been caught up in conflict.HERE'S WHERE YOU COME IN:As the Support Service Director, you will provide overall leadership, oversight, and management support for all aspects of Support services in World Vision Ukraine Crisis Response(UCR). This position is seen as a strategic partner; member of the Senior Management/Leadership Team of the UCR, with a focus on ensuring accountability, stewardship, coordinating planning and budgeting processes, providing accurate financial data, analysis, and advice; as well as developing Support Services strategy that best serves the UCR strategic and programme objectives.You will be responsible for the support staff capacity strengthening, the development and implementation of good internal controls, risk management, and utilisation and safe guarding of assets according to World Vision (WV) approved policies and procedures. You will provide leadership to the Supply Chain team ensuring that the procurement of organisational resources is executed effectively, efficiently, and economically. You will ensure the UCR is optimally staffed to timely procure & deliver project supplies per grants donor guidelines and WV policies.You will provide overall leadership to the Information and Communication Technology (ICT) team and ensure that the office has reliable, sufficient connectivity and the organisation’s information systems and resources are adequately protected.You will provide overall leadership to the Administration function ensuring that the UCR offices are effectively supported and staff have a clean, secure, and hospitable place to work.MAJOR RESPONSIBILITIESLeadership, Capacity Development, and Strategic PartneringServe as a strategic partner to senior management by integrating of support functions in the organization’s overall mission and UCR Response operational strategy.Lead the development, implementation and or review of strategies and systems for each department/unit to ensure they are aligned to set standards, responsive to internal and external customers and cost effective.Work with functional leads to develop, implement and review the operating plans and budgets for the Division and support other Divisions and projects/programs to prepare their own budgets relating to Supply Chain Management (SCM), IT and Administrative ServicesProvide line management to the functional leads of Supply Chain Management, Information Technology and Administrative Services across all Response Countries.Mentor, coach and develop the capacity of Functional Leaders under the Division into competent, accountable and high performance teams.Model Christ-centered servant leadership and support spiritual development of his/her team.Actively participate in the UCR Senior Management/ Leadership team meetings.Ensure partnership policies and procedures are understood by Senior Management, Operations/Technical staff, Communities, Local Partners as appropriate.Ensure policies, procedures and internal control system is strong enough to safeguard WV funds and authorities allocated to Partners and Sub-Grantees under the partnering arrangement.Develop strong networks internally (partnership entities, with all the sectors) and externally (other NGOs, communities, etc.) through effective communicationAdhere to WVI key policy documents – mission, core values, and covenant of partnership.ManagementReview and evaluate the effectiveness of Support functions on annual basisMonitor support services to ensure optimum client service and satisfaction, including liaising with all functions outside support unit, for required support.Coordinate with functional leads implementation of necessary changes.Take appropriate action to address internal and external audit results and recommendations as they relate to the Support Functions.In cooperation with all other functional directors make sure necessary policies and procedures are in place and monitoring system is in place.Monitor and supervise all aspects of program support to ensure compliance with strategy, organization rules, regulations, policies, and standards of accountability, ethics and integrity and achievement of results.Constantly monitor and analyse the operating environment to identify potential risks and take action/refer critical issues for intervention to ensure delivery of results.Closely liaise with the Country Response Directors in order to troubleshoot any issues that might cause interruption in the support services management.Supply Chain ManagementEffectively lead the Supply Chain Management (SCM) function of UCR operations across Country Response Offices (Romania, Moldova and Ukraine). Provide leadership to the Supply Chain team ensuring that the procurement of organisational resources is executed effectively, efficiently, and economically. Ensure there is 100%compliance of SCM function to WV partnership and Donor regulations. Embed source-2 pay system in SCM operations across all UCR response countries.Establish and successfully oversee the response’s Emergency Logistics department by developing the strategy and establishing the team, systems, and processes.ITActively manage and oversee UCR Response IT Functions to ensure IT infrastructure is in place and provides Quality Service to Response.Facilitate and ensure preparation of and adherence to computer usage WV policies across Response.Ensure office disaster preparedness and policies are updated to include new technologies, trends, and threats.Admin Provide the leadership to Admin team and ensure that UCR provides quality Admin & hospitality services to staff and visitorsEnsure that Admin Department has well established system of asset management across all response countries. All UCR assets are secured, safe, well maintained and appropriately tracked.REQUIRED KNOWLEDGE, SKILLS & QUALIFICATIONSMust have a University Master’s degree in Business Administration, Supply Chain Management or Finance, and any postgraduate qualification in Logistics and or Project ManagementMinimum of 3 years of experience in senior management in World Vision or comparable organization/company, experience leading multicounty and multifunctional departments (Supply Chain, IT and Administration),Experience in Leadership role within the core strategic teamDemonstrated ability in financial management skillsProven field experience in humanitarian supply chain operations will be an asset.Knowledge of the strategic and operational planning, co-ordination and control methodologies.Experience in building strong collaborative partnerships with internal and external (International Organisations, UN organisations, Corporate, Government and Military) stakeholders.PREFERRED KNOWLEDGE, SKILLS & QUALIFICATIONSGood interpersonal, organizational, and time management skills. Able to manage multiple tasks and meet deadlines.Ability to maintain performance expectations in a continuously changing environmentsExcellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyse and solve problems, persuade, network and negotiate.Ability to solve complex problems and to exercise independent judgment.Active listeningTRAVEL AND/OR WORK ENVIRONMENT REQUIREMENTAbility to travel in EU, Moldova, and Ukraine up to 30% of the time. Language Requirements: English (Romanian, Ukrainian desirable)
