The company that has operations spread across 50+ locations in 15+ countries including US, Canada, Singapore, UK, Germany, Italy, Spain, France, Sw eden, Romania, Japan, and India w as founded in 1997, and employs 12000+ as of March 2020.Role Title: Human Resources Business Partner (Manager Level)Department: Europe People Function Location: Craiova, RomanianReporting to: Head of European People Function based in the UKROLE PURPOSE:QuEST is looking at bring on a HR Business Partner w ho w ill act as a strategic and trusted partner to support people operations in Craiova, Romania. This individual w ill have a commercially focused mind set and translate those business needs to human resources capabilities requirements. This individual w ill be a key member of the pan European people function and w ill w ork closely w ith the key enablement departments such as Talent Acquisition, Training and HR Shared Services. We are looking for a professional w ho is background in HR Operations across furlough, employment regulation, benefits administration and payroll oversight and employee relationship development.QuEST has a w orkforce of more than 150+ professionals based in Cluj & Craiova, and the roles covers interface w ith all employees, department and 4 to 5 key business managers.The position w ill be located in the Craiova, Romania office with business travel required as needed. This role is part of a Global People Function and you will work closely with team members based in Europe and India, therefore strong communication in English and interpersonal skills are essential.Short-term Responsibilities: Advise and lead all initiatives on the people matters in their region and be a strong enablement leader for the business operations in the region. Interface w ith external legal counsels & firms to seeks and drive changes in the business operations to be more agile and profitable as an organisation Furlough (Short time w ork) management (In the current pandemic scenario, w e need hands on furlough – short time w ork management) Manage and run People Function operations as a specialist for 150+ employees in the region w ith a team of 2 to 3 direct reports. Payroll oversight is essential as this individual w ould act as a link betw een the Payroll Service provider, Shared services and the local admin teams based in Craiova, Romania. Cost efficiency alignment and change in the Romanian business operations. Suitable candidate should have strong influencing skills and have the drive to be aChange Champion. Key aspects w ould include having direct accountability of HR operations on the ground Mid-term Responsibilities Develop and drive Employee Engagement and Wellbeing programs across the Craiova office to ensure there is a positive and fun filled w orking environment amongst employee groups. Support a range of global QuEST HR initiatives such culture development, employee value proposition, assimilation programmes and process improvement. Develop and drive Internal Communications and Employee connect programs using various social and online tools. Liaise w ith stakeholders at various levels of the business and build a professional working relationship. Define and provide timely support to managers regarding all HR policies and their regional applicability. Support disciplinary, grievance, performance management, redundancy and TUPE (people takeover) w here applicable Ability to move aw ay from Transactions and focus more on Advisory aspects (change the business Vs. run operations and administration) Strong in all Employment regulations and should have the ability to tackle and navigate through people centric issues.EXPERIENCE, KNOWLEDGE, QUALIFICATIONS: The ideal candidate w ill have generalist HR experience with strong HR Operations background Experienced in Romanian employment regulations Ability to quickly develop professional relationships Strong influencing and consulting approach Flexible customer focused approach Business acumen and strategic thinking abilities Strong organisational skill w ith the ability to multi-task and prioritise Strong communication skills and ability to influence stake holders across the board Strong stakeholder management skills and familiarity of working in a matrix organisation is essential Strong in analytics w ith good working know ledge of Microsoft packages Experience of working in a global environment desirable – other European countries and India in particular
