The role is part of ING Romania’s leadership team and partners with business managers to enhance their managerial capabilities and support their strategic people decisions, such as talent and succession planning, people development and team performance. This role is also part of the Challenger and Growth markets HR management team.The ideal candidate is:Ability to be a strategic BP at executive level, manage stakeholders. Set direction for HR to help delivering business performance;Able to lead the full scope of the HR function (business partnering, expertise areas, operations). Able to lead the 35 FTE HR organization operationally and strategically to a high value-added and lean HR team;Somebody who is able to build and maintain trust both with the local and the global teams and align the local HR functional agenda with global. Part of the local team and part of the global team. One who is able to find win-win solutions if there are conflicting priorities ;Strong candidate with future growth potential. Romania is critical for the success of ING’s global business strategy and the HR role is one of the most senior HR roles within ING and considered a feeder role for SHRD positions;A strategic leader with an execution mindset and high results orientation;An inspiring team leader;A strong collaborator and influencer.Key Responsibilities and Accountabilities Executing the strategy:Being responsible, together with the management team, for development and implementation of HR strategies (aligned to ING Group strategy) to drive business success;Acting as natural sparring partner of management, providing HR support and advice on complex issues, involving all relevant stakeholders; Preparing the Human Resources budget, with particular emphasis on alignment with strategic objectives, ensuring effectiveness of planned programs, and ensuring appropriate alignment with delegated company expenditure limits; Contributing as a member of the local management team in his/her area of responsibility first and beyond to the definition and deployment of the strategy of the bank in country, with the view to achieving of sustainable performance. Overseeing the management of financial and non-financial risks for ING Bank local activities: anticipation, detection, assessment and measurement of risks and risk mitigation measures, risk acceptance, definition of risk appetite and management of actions plan leading to meet risk appetite.Developing a high performing organization:Implementing progressive HR practices and driving innovation to create competitive advantage for ING Romania; Drive operational excellence for a productive and high value-added HR function;Developing and executing a robust talent pipeline strategy to deepen and strengthen capabilities, proactively implement plans to address key talent gaps and build pipelines to meet future growth plans; Driving robust and transparent performance improvement culture (Step Up); Implementing and sustaining a compensation and benefits practice that enables the bank to attract, retain, focus and exit employees at the level of capability required, in line with recognition management framework and global standards, ensure compliance and drive reward for performance. Facilitate reward reviews with senior business stakeholders; Partnering with business leaders to enable business transformations (e.g. organisational redesign, implementation of new Target Operating Models and ways of working); Leading high performing HR team, developing people and capabilities. Leading a best-in-class HR function: Driving employee engagement and Organisational Health plans, and develop ING’s position as an employer of choice in country; Ensuring effective management of Industrial/Employee Relations; Developing and monitoring Learning and Development programs taking into consideration strategic direction and Group requirements; Training people leaders on Human Resource matters and promoting adherence to Romanian laws, regulatory requirements and ethical standards; Overseeing and monitoring all other areas within the Human Resources department (e.g., Workplace Health and Safety, Payroll administration, Employee Benefits and Recognition programs); Being responsible for embedding the ING values and standards of behaviour within the Human Resources department. This includes establishment of an appropriate risk and compliance culture, ongoing monitoring to assess effectiveness, and overseeing that employees are carrying out their activities in accordance with laws and regulations, the rules of supervisors and ethical standards.
