This position will be located in Melbourne, FL. The Manager Program Planning 3 will be responsible for preparing, developing and coordinating the Integrated Master Plan (IMP) (as needed) and Integrated Master Schedule (IMS) to meet all program objectives. They will also ensure major projects and program schedules and plans are horizontally and vertically integrated across company functional groups including program management, engineering, manufacturing, quality, contracts, cost, and finance.Essential Functions:- Lead a team of schedulers located in Melbourne, FL and Palmdale, CA- Ensures schedule products are compliant with all NGC published documentation, as well as industry compliant to latest published documents- Responsible for development, oversight and presentation of schedule data and metric analysis to program management- Drives change management and ensures' adoption and acceptance of change ( analytics, processes, innovative efficiencies)- Manages and develops a team of business systems analysts to drive innovation, efficiencies, and develop schedule analytics- Responsible for staffing, performance reviews, personal development, and mentoring the team- Leads team through IMS development and related reviews (IBR, PMRs, etc.)- Prepares, develops and coordinates the Integrated Master Plan (IMP) (as needed) and Integrated Master Schedule (IMS) to meet all program objectives- Ensures major projects, program schedules and plans are horizontally and vertically integrated across company functional groups, including program management, engineering, manufacturing, quality, contracts, cost, and finance- Implements schedule best practices as prescribed by industry to include, but not limited to: NDIA EIA-748, DCMA 14-point, IPMR DI-MGMT-81861, Earned Value Management System (EVMS), Critical Path Analysis (CPA), Schedule Risk Analysis (SRA), Schedule Performance Analytics and Schedule Health Analysis- Tracks plans and schedules, performs risk analysis, identifies and resolves critical path and network logic conflicts- Utilizes Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas- Knowledgeable of software architecture, databases, MS Project Server, SharePoint, etc.What we offer:Excellent work life balance including 9/80 scheduleRelocation AssistanceTop notch benefits programsQualifications - InternalBasic Qualifications:- Experience leading/managing a team as a Program Manager, Functional Manager, or Matrix Manager- Must have an active DoD Secret Clearance, awarded/reviewed within the last 5 yearsPreferred Qualifications:- Aircraft Development and Production Planning Experience- Operations, Manufacturing, or Industrial Engineering Planning Experience- Expertise with formal Earned Value Management System (EVMS)- EVMS Master Scheduling / Program Planning Analysis Experience- High level of skill and experience with Schedule Risk Analysis (SRA) and Microsoft Project and Microsoft Office Suite- Experience conducting Integrated Baseline Reviews (IBRs)- Knowledge of various NGAS reporting systems (SAP, MRP, Business Warehouse)- Active Top Secret Clearance - Knowledge of OPPMelbourne - $122K - $183KPalmdale - $141,300 - $211,900Northrop Grumman is committed to hiring and retaining a diverse workforce.
