The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ), Urban and Territorial Development Department (UTD), Regional Development Division (REGDEV), Project Advisory Support Unit (PASU), at its Bucharest office, a (Senior) Implementation Expert. This is a full time position at grade 5/6 The term of this contract will be 4 years. This post is linked to the Project Advisory Support Romania and Bulgaria* Panel interviews are anticipated for end-June 2022. Purpose You will join a team of senior experts, engineers and economists that provide high quality advice on project implementation across a number of sectors. You will make a tangible contribution to the strategic projects and areas for Romania and other Member States, with emphasis of the efficient use of EU funds. As a (Senior) Implementation Expert, (internally referred to as (Senior) Sector Engineer), you will be in charge of the origination, planning, implementation and monitoring of a Project Advisory Support assignments and will lead a team of consultants as well as provide advice in own domain of expertise. You will develop and maintain good relationship with the EIB clients. Operating Network You will be reporting to the Head of Unit and you will be working in a team of sector experts, economists and engineers. You will have frequent contacts with other Project Directorate divisions as well as other directorates of the Bank. *The Project Advisory Support Unit (PASU) of the Regional Development Division in the Urban & Territorial Development Department in the Project Directorate is the advisory Service of the Bank providing technical assistance in the project implementation phase to address the capacity gaps primarily in terms of project procurement, contract management, quality control and setting up operation phase. PASU experts work hand-in-hand with the project Promoters on strategies and complex projects implementation and provide bespoke advisory products, which are not available off-the-shelf. Our business model combines EIB expertise with considerable input from third party consultants. The team is working across the range of sectors including transport, water, solid waste, energy, health, civil protection, digitalization, just transition and climate action. Our main clients are government bodies, managing authorities and project promoters. Identify feasible solutions to project management and implementation problems and recommend preferred courses of action in compliance with Bank policies. Contribute to measures for institutional strengthening and capacity building through recommending business process reform, benchmarking and sharing of good practice. Deliver capacity building activities and transfer skills to counterparty staff. Identify client’s needs, develop adequate terms of references for assignments that address them, participate in procurement of consultants, manage the assignment and ensure quality of outputs. Create and maintain good relationship with the EIB clients. Design and implement Project Advisory Support assignments. Lead a team of consultants working with the PASU team. Qualifications University degree in Engineering, Economics or Management. The team is working across the range of sectors including transport, water, solid waste, energy, health, public procurement, digitalization, just transition and climate action. At least 5 years of relevant professional experience in the sector of expertise. Solid understanding of project management principles. Experience in leading advisory/consultancy teams. Experience in advisory assignments of an International Financial Institution (or a Multilateral Development Bank) will be an advantage. Knowledge on functioning of the management and control systems of EU funds would be an advantage. Solid experience in public procurement or contract management will be an advantage. Working experience in the Central and Eastern Europe would be an advantage. Strong organisation, communication and presentation skills. Excellent analytical skills with a practical approach to problem solving. Proficiency in standard computer applications. Excellent knowledge of English and French (*). Knowledge of Romanian would be an advantage.
