This role is responsible for the management of outreach activities for the Cognosante Enrollment Assistance Program (EAP) contract with the Centers for Medicare & Medicaid Services (CMS) Center for Consumer Information and Insurance Oversight (CCIIO). As a member of the EAP team, the Community Outreach Specialist will work with the Deputy Program Manager - Field Operations, Training & Outreach Manager, and Supervisors to facilitate partnership relationships and support project outreach initiatives in line with contractual requirements. Must reside and be familiar with local communities in the state of Louisiana with a focus on LaSalle Parish.In addition to a commitment to serving underrepresented populations, it is paramount that the Community Outreach Specialist possesses a high level of adaptability regarding the execution of their outreach activities for the EAP. It is critical that the candidate for this position possess the ability to engage diverse professional, legislative, municipal, and community-based stakeholders.Key ResponsibilitiesDevelop deep familiarity of the contract stipulations and requirements.Develop an understanding of the EAP, Medicaid Unwinding impacts, and any state specific requirements.Ensure all project-identified processes and methodologies are executed and followed as applicable.Review regulations and other policy documents from CMS and states to assess impact to outreach and education activities.Plan outreach and community education events or alternatives for engagement.Evaluate data and analytics to aid in planning and to determine campaign efficacy.Identify opportunities for engaging underserved populations.Foster relationships with community organizations that assist populations with securing health insurance coverage.Collaborate with local, state, municipal, and industry partners/organizations.Coordinate outreach and education activities with other Assister network partners.Plan and aid in the design of outreach and community education materials.Represent CMS EAP at conferences, events, and public forums.Perform other duties as assigned.Required QualificationsBachelor’s degree and minimum one year of professional experience in outreach, education, sales, or marketing.Minimum 1 year experience in a project coordination or event planning role with a federal, state-wide or community-based organization.Excellent oral and written communication skills.Ability to research, evaluate/analyze data, resolve, and present solutions to problems. Must be motivated, flexible, detail-oriented, with strong organizational and team skills.Experience in performing simple and routine assignments under supervision of a Manager.Experience in using information sources to gather data pertaining to issues and topics relevant to work assignments.Must be organized and able to multi-task.Proficient in Microsoft Office suite.Possess a valid driver’s license and have access to a reliable, currently insured vehicleParticipate in frequent local travelCandidates who do not meet the required qualifications will not be considered.
