The Colt IQ Network (IQNet) is distributed into key data centres and carrier hotels around the world providing best in class service and optimised for SDN, NFV and cloud services. The Colt Fibre network is a fundamental and vital building block of IQ Network. Colt owns and manages vast duct and fibre assets in major EU and Asia cities, and on international / national routes in EU. Colt also leases ducts and/or fibres from other service providers to connect some of sites. This role is to lead a global team of Fibre engineering and planning managers and specialists. The team will be a part of wider Engineering team that also encompasses other network/technology verticals e.g. Optical, Packet, Voice, Site infrastructure, Expansion. The candidate will be a senior member in the Engineering leadership team. The candidate would lead the fibre network strategy, demonstrate subject matter expertise on fibre technologies, market and industry awareness (mainly EU and Japan), and ensure cost efficient solutions and fibre topology are identified and introduced. Candidate shall keep in close relationship with external partners (such as fibre and duct suppliers, local regulatory and government agencies), with internal teams in Engineering, Sales, Product Management, Delivery and Operations. The candidate shall create and drive overall Colt fibre strategy and roadmap, to ensure that Colt products and services can be delivered on time and at lower unit cost points. Key accountabilities The role will be accountable for all Colt Fibre infrastructure assets (metro, national and international fibre and civils capacity, fibre capacity to packet aggregation sites) from the technical and operational perspective. Manage global team of specialists and managers, with diverse skillsets in a direct and matrix based approach Define overall fibre strategy, covering financial, technical and operational aspects Develop, own and drive Fibre Engineering roadmap initiatives – deliver on time, quality and budget Own and manage Fibre overlay annual Capex budget. Own and approve business cases, setting the financial justification and obtaining approval from the key stakeholders Accountable for construction and deployment of core fibre network build and the replenishment of capacity to support customer growth Engage with and manage fibre/civils/duct suppliers in various countries – contract, negotiate and select vendors as applicable – in collaboration with Procurement team. Ensure compliance with established policies and local government/admin regulations Drive deployment and adoption of new fibre topology & fibre technologies to deliver services at the most optimal cost point – take a long term technical and operational view Demonstrate commercial acumen – assess and articulate the commercial impact Act as a senior point of contact from Engineering for the Sales and Product Management team, to define and refine Colt Dark Fibre products and services, and provide capacity/solutions for Sales opportunities. Follow market and industry dynamics in fibre technology & deployments, to identify upcoming trends and business opportunities and impacts at an early stage. Liaise with peers in other service providers as and when required. Represent Colt Fibre Engineering team at external industry events – participate at summits and conferences as a speaker Ensure the Colt fibre network architecture guide is updated and readily available for stakeholders. It shall include current, under evaluation and validation fibre technology / architecture, with a good balance between text and diagrams. Provide an Executive update on progress, challenges on project activities to senior management. Build strong collaborative working relationships with Senior stakeholders across Colt. Ensure the GIS System (CnMT and CnMTWeb) and fibre engineering tools are upto date and reliably performing Key performance indicators (financial and non-financial) Manage civils and fibre budget Maintain capacity levels to support customer orders Deliver executive level dashboards to support business and decision making Support Sales using internal processes, optimize processes where required Various Financial tasks e.g. useful life reviews/tax reviews/pricing models Reduced unit cost of service Relationships and key contacts Colt Internal To drive the fibre roadmap: Product Management, Pre-Sales/Sales-Engineers/Sales, Supply Chain, Finance, Real Estate, Corporate Regulatory and Legal To introduce new topology/technology: Project Management, Delivery, Operations, Engineering To optimise cost : Product Management, Pricing, Procurement External Fibre/Duct/Civils suppliers : Technical contacts, Account executive, Supply chain contacts Peers from other companies (service providers/customers/partners) External infrastructure and service suppliers / deployment partners Regulatory and local agencies Engagement level ranging from management to senior leaders Role specific requirements Skills & Experience A senior leader with 18-20 years’ of overall experience, with a significant time spent in managing and developing world class teams in a service provider environment Excellent knowledge of fibre technology, technical parameters. Excellent understanding of network topology and fibre network architectures Experience in deploying large scale fibre networks and services Experience managing fibre/civils/duct/OSP vendors – including negotiation, selection, contracting, and driving productivity Exposure to, preferably hands-on, fibre design, civil and site surveys, construction and fibre implementation activities Knowledge of telecom sector : products / services, EU/Asia market and geography preferable Experience in using GIS and inventory applications e.g. ArcGIS, AutoCAD or similar applications Strong interpersonal skills, manage senior stakeholders Commercial awareness : Ability to develop business cases, oversee financial budget, expenditures and forecast Fluent in English Qualifications Degree or Masters in Engineering / Science / related courses Desirable qualification: Project / Programme management Behaviours Aligned with the following Colt values, which are at the heart of how we do business We know people matter Whether it’s a customer, a partner, or an employee, we build relationships based on trust, honesty, respect, and integrity.
