Job Description – HSE Supervisor (Wind Farm Project – Constanța)
Position Overview
We are seeking an experienced HSE (Health, Safety & Environment) Supervisor to join our wind farm development and construction project in Constanța, Romania. This role is critical to ensuring compliance with occupational health and safety standards, environmental regulations, and company policies across all project phases—from construction through commissioning and operations. The HSE Supervisor will report to the Project Manager and work closely with site teams, contractors, and regulatory authorities.
Key Responsibilities
Health & Safety Management
Develop and implement comprehensive HSE plans, procedures, and safe work method statements (SWMS) aligned with ISO 45001 and Romanian labor regulations
Conduct daily safety inspections and toolbox talks to ensure site compliance and worker awareness
Investigate accidents, incidents, and near-misses; document root causes and implement corrective/preventive actions (CAPA)
Manage hazard identification and risk assessments for all construction and commissioning activities
Oversee personal protective equipment (PPE) compliance, training, and proper usage
Coordinate safety inductions and competency assessments for all site personnel and contractors
Monitor contractor compliance with HSE requirements and performance metrics
Maintain HSE documentation, records, and audit trails for regulatory compliance
Conduct safety audits and leading indicator tracking (near-misses, observations, training hours) Stakeholder Communication & Reporting
Report HSE performance to Project Management and corporate HSE leadership (weekly/monthly reports)
Communicate with regulatory authorities (labor inspectorates, environmental agencies) as required
Liaise with local communities on HSE and environmental matters
Prepare incident reports and notifications to relevant authorities
Conduct HSE meetings with site teams, contractors, and management Training & Competency
Ensure competency verification for high-risk roles (crane operators, electrical workers, work-at-height personnel,

Promote HSE culture and continuous improvement initiatives Required Qualifications
Mandatory
Minimum 5+ years of HSE supervision experience in construction projects, preferably in renewable energy (wind farms, solar plants) or infrastructure (bridges, viaducts, tunnels)
Valid HSE/Safety Supervisor Certification (NEBOSH, IOSH, or equivalent recognized qualification)
ISO 45001 and/or ISO 14001 knowledge (certification preferred)
Romanian labor law and occupational health & safety regulations familiarity Preferred Qualifications
NEBOSH IGC (International General Certificate) or IOSH Managing Safely
Wind farm or renewable energy project experience (construction, commissioning, or operations)
Experience with high-risk activities: work-at-height, electrical work, crane operations, confined spaces
Environmental Management (ISO 14001) certification
Incident investigation and root cause analysis expertise
SHE (Safety, Health & Environment) auditor certification
Project management or site supervision background
Fluency in Romanian (essential for regulatory communication)
Experience with offshore or elevated work environments
Knowledge of wind turbine installation and commissioning hazards
