JOB DESCRIPTIONProject:PASSA procurement advisory support for the health sector in RomaniaWe have been working with the EIB in Romania for several years and we are preparing a new proposal.Objective of the assignment: to provide support to the Project Advisory Services team of the European Investment Bank in Romania : provide high quality advice in the domaine of public procurement to Romanian administration for the following programmes:- Construction of 3 regional emergency hospitals in Iasi, Cluj and Craiova (on-going)- Advisory support to the Directorate General for Health Programmes (future)- Capacity building of the National Agency for the Development of Health Infrastructure (ANDIS) (potential future).Duration of the assignment : 48 months.Team is composed of an Infrastructure Specialist, Team Leader (full time 840 days of work), a Public Procurement Specialist (part time 420 days of work, a Contract and Claim Specialist (part time 420 days), plus multiple short term experts, as needed.QUALIFICATIONAt least Bachelor's degree in Civil Engineering or Architecture or an academic equivalent. A Master's degree in Engineering or Management or an academic equivalent would be an assetGood analytical and reasoning skills and the capacity to provide sound judgement concerning the issues of engineering design, project management and construction projects in health infrastructure sector.Minimum 15 years of professional experience in the infrastructure sectorMinimum 5 years of hands on experience in implementation of health infrastructure construction/ rehabilitation projects at least one of which must be a major construction project (i.e. above 150 million euros)Working knowledge (demonstrated by preoaring at least 1 feasibility study and/or technical projects/engineering design) of the Romanian legislation about the elaboration stages and framework content of the technical-economic documentation related to the investment objectives/projects financed by public funds (HG907/2019)Specific procurement experience in preparing Employer's Requirements/Technical Specifications for the design and build contracts for at least 3 construction/rehabilitation projects out of which one must be a hospital constructionPrevious working experience in at least 3 projects based on which FIDIC and/or Goverment Decision n° 1/2018 conditions of contract is mandatoryAdvanced knowledge of EnglishAdvanced knowledge of Romanian.Tasks of the Infrastructure Specialist, Team Leader:Programme management and coordination activitiesOversee the activity "Preparation or revision of standard tender documentation for health infrastructure projects"Oversee the activity "mobilisation of experts to improve risk management and deal with claims and disputes raised under contract implementation"Oversee the activity "Support to tender evaluation committees".
