With the escalating crisis, the needs are growing by the hour. More than half of Ukraine's children have either fled for safety within the country or are living as refugees.Since the conflict started, our teams have been on the ground assessing and responding to the urgent needs of those searching for safety. We are currently scaling up our multi-country response across three countries (Moldova, Romania, and Ukraine) and are recruiting for many key positions that will make a direct impact on the lives of people who have been caught up in conflict.HERE'S WHERE YOU COME IN:As the Country Response Director, Ukraine & Poland, you will ensure a timely, efficient, appropriate and effective response to meet humanitarian needs.Your primary responsibility will be managing the response from strategy to implementation, inclusive of performance and oversight of all aspects of the response. You will develop and maintain an efficient, cohesive team, whilst ensuring effective coordination and relationships with the other agencies, officials, beneficiaries, donors and all areas of the Partnership for the Ukraine/Poland sections of the Ukraine Crisis Response (UCR).MAJOR RESPONSIBILITIESEstablishment of World Vision's UCR Response in Ukraine & PolandLead the process of the creation of the Ukraine response strategy across all the designated areas of operation within Ukraine and the Polish borderDesign, implement and review as needed the response strategy, plans and resources updated as context and humanitarian needs change. Oversee to funding allocation (i.e. PNS, grants, etc) to ensure alignment with strategy and humanitarian needs providedResponse programme development meets WV and international standardsIdentify potential partners, local and international for programme implementation and agreements are formalisedIdentify and lead the risk identification process to ensure the security protocols, policies and procedures are contextualized for the operation and as per contextLeadershipLead the process of creating the organizational structure in close collaboration with the UCR Response DirectorManage the recruitment processes in collaboration with the People and Culture teamManage the team in such a way that the team is operating efficiently and effectivelyIn collaboration with staff care unit facilitate the process of creating staff care for the teamLead change management process as neededManage the performance of staff members and support each one of the team members to grow and lead them through best practices of talent management and career pathEstablish and grow the Senior management team for the Ukraine response teamEstablish and maintain effective working relationships with humanitarian actors, government representatives and World Vision (WV) stakeholdersLiaison to ensure WV is represented at relevant technical and coordination mechanisms in-countryCreate networks and partnerships which will enhance the humanitarian efforts withinExternal EngagementLead all the Advocacy efforts across the different sectorsIntegrate all the advocacy programming into the strategic areas as well as collaborate with the different partners who conduct child focused advocacy workImplement Response programme in accordance with response commitments to meet international and World Vision standardsEnsure that all programmes are implemented, monitored and evaluated according to set plans and that agreements with donors, Support Offices and other stakeholders are adhered toOversee Security function, planning and implementation to ensure response staff and organisational safety and securityOversight to implementation of security protocols as per CSR and with assigned Security Manager/ Coordinator for the context provided in consultation with Response DirectorCoordinate with other agencies to share information and intelligence in collaboration with UCR securityEnsure response internal and external reporting requirements are established & metLead the reporting process as per WVI requirements and contextualize it for the Ukraine response operating modelEnsure internal response coordination & information sharing mechanisms are functioningEnsure that response meets WV minimum quality standards and supports program improvement, reflection, learning and innovationREQUIRED KNOWLEDGE, SKILLS & QUALIFICATIONSSubstantive humanitarian leadership, people management, complex crisis management at global or regional levels in Fragile Contexts with humanitarian IO or INGO over recent 5 yearsUniversity Degree or Postgraduate qualification and/or professional background in strategy development, operational implementation, international development/ humanitarian or other relevant fieldsMinimum of 5-10 years of international humanitarian leadership, operations and programme management, preferably extensive operations experience in fragile contextsDemonstrated leadership and innovative strategic thinking experience as well as operational management expertise in complex, insecure and fluid contexts with multi-disciplinary, multi-cultural and often partly remote teams and internal as well as external stakeholders across continentsHigh level influence and representation and collaboration skills as part of the global humanitarian system with international and national donors, public audience, media, Government(s), academia, private sectorKnowledge of, and expertise in external partnering, including approaches, procedures, compliance requirements (due diligence, blocked party screening, etc.)Excellent written and verbal communication skills plus strong presentation and report writing skillsProficiency in computer & online tools including Microsoft Office, Lotus Notes (or similar software), email, internetDemonstrated excellent inter-personal and negotiation
