Programme Manager (Metabolic Neurology) - MDS College Hub - 98097 - Grade 8-(210001O8)Description Position Details MDS College Hub Location: University of Birmingham, Edgbaston, Birmingham UK Full time starting salary is normally in the range £42,149 to £50,296, with potential progression once in post to £56,587 Grade 8 Full Time FTC up to 30 November 2022 Closing date – 26th September 2021 Job summary This new role will support the large programme of Metabolic Neurology research within the College of Medical and Dental Sciences research alongside the academic lead – Professor Alex Sinclair. The post-holder will ensure the operational delivery of a large portfolio of research by working alongside the academic leads, with a number of infrastructure awards to oversee for the College of Medical and Dental Sciences including a prestigious Jules Thorn programme. The role will act as a focal point and facilitator for the development of the Metabolic Neurology Research portfolio, across academic, business and NHS partners. They will be responsible for its day-to-day overall coordination, financial, project management, administration and support of its governance and delivery plans, as well as ongoing identification of opportunities and mitigation of risks to ensure that the collaborative programme is as successful as possible. This role requires confidentiality, discretion and the use of initiative and at all times with the post holder ensuring that all University, College and Institute policies & procedures are adhered to within their specified area of responsibility. They will be based within the Research Delivery Team of the Research and Knowledge Transfer Office as its Metabolic Neurology Team Lead and oversee UoB staff within the programmes and will report to the Head of Research Delivery. They will need to work closely with members of the research teams based within CRCTU and UHB and other key partner organisations. The post will work within Birmingham Health Partners (BHP) . Main duties To be responsible for the operation of appropriate governance structures managing a programme of research across the University of Birmingham, University Hospitals Birmingham and a range of partner universities, NHS Trusts and business partners. The individual will assist Research Leads in developing and maintaining a strategic vision for the Metabolic Neurology Research Portfolio and establishing its long term sustainability. This will include oversight and management of all funding initiatives and calls for proposals associated with the portfolio of research. Where appropriate, the role will also include deputising for the Research Leads for administrative matters, with authority to sign off on his behalf. They will need to ensure the provision of servicing support to all programme committees, groups and boards, and periodic reports to senior committees and individuals within the various stakeholder organisations. The successful candidate will ensure effective operational management within the Metabolic Neurology research portfolio in liaison with academic and clinical colleagues and other partner organisations, this will include:• Developing systems and procedures for the management of the research portfolio (with relevant reference to existing University and NHS systems).• Ensure co-operation and communication across stakeholder institutions by coordinating activities and ensuring effective and efficient delivery of all programme activities and initiatives.• To coordinate the financial management and personnel requirements of the Research Groups including the recruitment of new staff. • Ensuring that all reporting and financial requirements of the programme funders and University/NHS partners are met including the review and monitoring of the successful delivery of aims, objectives and milestones of the research portfolio.• Reviewing risks to the research portfolio and reporting those risks to the relevant Leadership Team , advisory or strategy committees, and liaising with University/NHS colleagues to mitigate identified risks.• Contribute to developing strategic direction and financial management of the group with the aim to further increase research grant capture and quality of outputs and impact.• Developing and updating relevant business plans for the portfolio of research. • Provide the efficient collection and collation of metrics for inclusion in programme reports to relevant College/University/NHS bodies.• Ensure appropriate management of ethical permission for research programmes.• To provide an efficient and effective central point of contact and responsibility for research within the group. • Oversee the management and governance of the laboratory based group including group sub-leaders and students. • Ensuring adequate provision of facilities for all Group staff, with appropriate consultation with local University/NHS partners and other relevant members of Professional Services across all sites.• Liaison with Institute Manager and other members of the Institute Admin team to ensure all College wide policies and procedures are adhered to within the group. • Liaison with funding bodies in relation to the development of policies associated with the operational management of the programme.• Contribution towards research publications where appropriate.• A direct contribution to the research activity within the group would also be possible, according to the skill set of the candidate To manage the portfolio’s direct research budget (approx. £20M) and leverage of associated internal investments across partners in accordance with relevant University and NHS finance management systems, to include:• Setting annual budgets for each programme funding stream. Monitoring expenditure and producing regular forecast budgets. Producing financial reports and advising the relevant research leads on the best use of available funds. To deliver a programme of events and activities to ensure the establishment of an appropriate culture for collaboration and partnership development, such that it promotes and facilitates interdisciplinary, inter-institutional and inter-sectoral collaboration, including:• Organisation of research-led workshops to inform and encourage partnership development and interdisciplinary working, also bringing in potential industry collaborators.• Holding events to promote engagement, communication and inform strategy e.g. Away Days and public workshops.• To act as the primary contact for the programme and to disseminate information to associated members, partners and external stakeholders as appropriate. To oversee the development and maintenance of appropriate external communication tools including the website, events and publicity materials in liaison with appropriate internal marketing and communications departments, as well as the cross-site research and NHS teams and our external funders. To encourage and assist those associated with the research programme members to secure further research funding, to include: • Working closely with relevant research development teams at each University and NHS site to identify suitable funding opportunities for staff. • Ensuring project management support for strategic research grant applications by liaising with appropriate teams. • Monitoring and evaluation of programme research activity and metrics to identify research opportunities. Any other duties which will be consistent with the role. Required Knowledge, Skills, Qualifications, Experience • High calibre candidate with a first degree or significant directly relevant experience• Significant administrative experience of at least 5 years in the biomedical/health sciences area, ideally gained in a University/Higher Education (HE)/NHS setting• Excellent organisational skills including the ability to implement effective project management systems.• Excellent written and verbal communication skills, with the ability to write clearly and concisely (particularly in report writing), and to communicate with a wide range of people at all levels• Excellent inter-personal skills; ability to develop effective working relationships with a diverse range of people and external organisations with disparate goals• Good financial management skills including the ability to understand and manage complex budgets, multi-partner projects, and work with a range of currencies• Strong ability to create, maintain and manipulate complex spreadsheets and databases and to understand and interpret the information contained in them.• Excellent analytical skills (financial, situational and organisational) accompanied by strong risk assessment and mitigation abilities e.g. able to independently identify potential issues as well as propose and implement solutions.• Excellent IT skills, particularly in spreadsheets and database management, web site design, and the ability to develop and implement output and outcome monitoring and reporting systems.• Excellent ability to work proactively, with little supervision, under pressure and to deadlines.• Working in a multi-disciplinary environment• Excellent organisational and time-management skills• Ability to work independently and as part of a team• Ability to work under pressure and maintain a high degree of accuracy• Ability to plan and organise a large workload to meet both internal and external deadlines• Enthusiastic, with a proactive approach• Detailed understanding of research grant application processes, and experience in co-ordinating large grant applications• Detailed knowledge of research funding mechanisms in the UK and overseas• Proven knowledge and understanding of biomedical/health research management issues such as research governance, ethical review, data protection, intellectual property• Demonstrable track record of ability to interpret and advise on complex legal requirements, governance arrangements and financial regulations• Significant administrative experience in the biomedical/health sciences area, ideally gained in a University/Higher Education Valuing excellence, sustaining investment We value diversity and inclusion at the University of Birmingham and welcome applications from all sections of the community and are open to discussions around all forms of flexible working.
