Financial accounting and reporting of Thales Romania srl. ( TR)Bears the responsibility for the monthly Analysis and Reporting of Financial and Non-Financial KPI’s in accordance with IFRS (International Financial Reporting Standards) in Magnitude (Ana Plan for the IFRS 16) and drafts the half year and year-end Financial statements in accordance with RAS (Romanian Accounting Standards) standards;Assures that the reporting requirements of the company are fulfilled completely in the relationship with local and external authorities (Fiscal Declarations (ANAF), Financial Institutions and Banks (Letter of Credits), Leasing Companies, National Bank, Corporate Treasury, Group Tax Department (Financial Memos required for Bid preparation);Ensure economic and financial factors are considered in all strategic and operational decision making.Develop and maintain timely and accurate financial statements and reports that are appropriate for the users in accordance with generally accepted accounting principlesDevelop, implement, ensure compliance with internal financial and accounting policies.Ensure that all statutory requirements of the organization are met.Prepare all supporting information for the annual audit and liaise with the Group and the external auditors as necessary.Prepares the BOR (Business Organization Review) Presentation and Annexes (Financial Figures) and supports the CEO during the monthly, quarterly, yearly meetings with the Group Management);Develop and maintain financial accounting system for cash management, accounts payable, accounts receivable, credit control and petty cash.Manage the cash flow and prepare cash flow forecast in accordance with policy.Manage the acquisition of capital assets and ensure that assets are properly recorded amortized, and disposed of appropriately.Manage TSR Management accounts, review Monthly results and manage variancesRepresents the company at Corporate meetings requiring financial information or reports;Establishes, approves, and maintains financial processes & procedures, in accordance with the Group and Local requirements (Chorus);Analyzes operational risks and opportunities impacting the business and recommends solutions;Monitors expenditures to ensure that the departments remain within the budget and explains the variances vs. budget (or vs. forecast);Ensures that the company’s compliance rules are observed and documented (in accordance with ICQ – Internal Control Questionnaire);Oversees the management of finance and accounting network systems, including implementation and improvement of local or new ERP Systems (Oracle, SAP);Monitors and keeps a strong and close connection with the Share Service Center (TBSS) to assure that the accounting, purchasing and controlling activities are compliant with the group and local rules;Bid & Project Management Controlling ( including DIS)Perform Bids & Project controlling of projects and opportunities for both intragroup and exgroup;Ensure proper maintaining of financial records for each project in a manner that facilitates management reports and secures and solve-out monthly closing issues.Make sure that accurate and timely financial statements are prepared in accordance with contract agreementsProvide accurate and timely reporting on financial activities of individual projects.Steers the sales in accordance with the pipeline, identifies the variances, communicates the discrepancies and takes and implements correction actions to get back on track;Be Involved at bid stage and validate Cash & Price Sheet under the responsibility of TR (or Thales DIS Romania ?)Prepares the Project Financial Forecast (EAC) and provisions by project for orders, sales, expenses and operating profit and follows-up the project’s profitability;Prepares and coordinates the periodical reviews of the projects on a monthly basis (Projects Financial Status) the review of actual and estimated at completion sales and costs in order to analyze the gross margin and the contract variances;Prepares the Project Financial Dashboard for the main Projects and explains the discrepancies versus budgeted/forecasted figures;Manages the transfer prices documentation (TP) and aligns the local documentation to the Master file prepared by the group;Budget preparationEstablish guidelines for budget and forecast proposals and prepare the annual budget in consultation with the Country Director, the concerned BL/GBU organizations and in compliance with the Group instructionsDirects, coordinates and implements the annual budget (Order Intake, Backlog, Gross Margin on Projects, Administrative Expenses, Capital Expenditures, Balance Sheet, P&L, Cash Flow, Cost by Nature, Real Estate), in accordance with the main targets distributed by the Group/DGDI/NCE;Strategic managementDefine and Implement strategies for Finance and business plan to address short, medium and long term financial needs of the organization, in accordance with Group and Regions shared-services and mutualization initiativesContribute to the decision process and ensure compliance with relevant statutory information for internal audit, and external stakeholder use and interpretationManage stakeholder relationships including bankers, auditors, brokers.Leadership and People ManagementEstablish, guide, direct, and oversee that departmental objectives are aligned with overall strategy and organizational objectives.Identify and timeously address problems and seize opportunities that are central to business success.Lead and direct the Finance function staff (job responsibilities and expectations, new joiners integration, quarterly performance reviews, committed teamwork, non-performance issues investigation and resolution)Establish and maintain relationship with internal and external stakeholders.Risk ManagementMonitor compliance risk management policies and procedures to ensure that functional and organizational risks are minimized.Negotiate with banks for lines of credit or other financial services that are required and appropriate in close coordination with Group Treasury organizationImplementing principles of transparency and good corporate governance.At
